From what I understand, in addition to submitting stories to publishing houses, it helps to blog, tweet and self-publish, making stories available for free/cheap (either permanently or as a temporary promotion) both through your website and sites like Amazon, while you build up a fan base. Which implies regular updates, lots of new material, and a considerable time investment. Also it's a good idea to leave the choice of medium up to the reader. There's nothing saying you can't have hardcover, softcover and ebook versions.
