People sense you're not confident when it comes to talking, and as humans naturally like to talk about themselves, they'll overtalk you, most likely about how things are doing for them, or something that interests them. I think it has to do with lack of being assertive in a conversation. One key problem I personally have is whenever 2 people begin to talk at once, I always apologise and tell them to continue. They sense this and usually the next time they just continue talking and expect me to shut up, in which case I do.
I'm not sure if they really "sense" you're confident (I could be wrong), but I think that some people just have 'weaker' voices. Loudmouthed ****s always used to talk over me in elementary/middle school, now they listen though since I NEVER EVER open my mouth so I have the reputation of the "Mysterious quiet kid who will probably end up being a serial killer".

I'm probably the last person to become a serial killer though. I have always been a really gentle 'wimp', and I'm *kind of* proud of it. The feeling of "guilt" really has a more negative effect on me than most people as well.
