Outbox query !!!

Messages seem to hold in the Outbox for some time. Does this mean they have not been sent . . . . Help ! Embarassed

I sent the message from the mini messenger on the left, and it is not in my outbox. Maybe if you send a message to someone who is not online it goes to your outbox.
