Honestly, i don't think anything will prevent bullying, other than bullying bullies. I think its a lost cause to try to prevent it. All we can aim to do is be very aware of it, and stop it before too much damage is done.
As for helping the victims... well i guess it varies depending on the bullying, and the person... but for me.. if we're talking afterwards... i guess bullied anonymous would be a good idea... lots of people able to talk about it without fear being around people who've been through the same shit
