I'm in college, and today when I was in the dining hall I saw this girl that I am kind of friends with getting some food. I looked a little bit later and she was gone. After I paid for my dinner, I scanned the tables to see if she was sitting down but I didn't see her. Right when I got to the door to leave I saw her at a table, but she was on the phone. So I ran out the door! I feel kind of guilty because I feel like I missed a good opportunity to become better friends or something. She was all alone at a table! I could have walked over there and said "hi." Oh well. I'm still feeling disappointed though. :(

I've done that before. It was an honest mistake though, it's not like you didn't look for her. Like Missmeek said just try again another time because you'll get many more opportunities for social interaction. Besides you said she was on the phone, it would have been hard to talk with her at that point anyways.
